Not refunding Security Deposit

Landlord promised to refund security deposit on 7th Nov(the 7th day of the month after leaving the rented apartment), but didn't. Upon asking when will be it refunded on 9th Nov, he refuses to refund the amount saying the room does not have occupant and the lock-in period was not completed. About the lock-in period, no rent-agreement was made and he clearly didn't mention the duration of the lock-in period on Whatsapp.
