Possession not given on time complain RTS Group Faridabad

Dear Sir,
I have buy a flat on Oct 2014, builder said that they give me possession on 2017 Nov, but his employee has changed and the owner of the RTS group ask me for penalty coz. I said that give me possesion other wose we hold your amount which is pending. Now he ask and force me for balance payment alongwith intreset and Construction is till not completed. I have pay 6 lac and pending only 1.3 lac approx.
