Fraudulent service guy flew away with money

I got a fraudulent service provider for washing machine from JustDial. His name is Venkatesh with contact No. 09845138837 / 07618743232 who took 7800/- from me in the name of service, AMC, motor replacement, stand replacement etc and flew away.. work is not done delivering a broken stand, Machine remains with incomplete work.
Cyber crime police informed that there is no internet activities involved in this and they cant help... local police say they have no photo, they cant help and asked me to get him to police station if at all he visits. If he visits my house, why would I even go to police station... Just dial customer team says that an escalation team will call me back.. 5 calls i made regarding this and no one has reverted... Local police suggested me to register a case in consumer court... can you please help to register a complaint.
