Reliance Communication(RCOM) - Refusing to refund my amount of 3622

As Reliance Communication(RCOM) has closed it's services without any prior notice so was unable to utilize my prepaid balance. I had my two numbers with RCOM with the following details:
9024345203: This number was registered on my father's name and I was using it since 2009. I had an amount of 3134.24 as prepaid balance on this number. I ported this number into Airtel to maintain on the deadline to port out.
9314145575: This number is registered to me/My Father/My Mother (I am not sure) and I was using it from last few years. I had an amount of 487.895 as prepaid balance on this number. I ported this number into Vodafone to maintain on the deadline to port out.
Telecom Regulatory Authority of India(TRAI) directed RCOM to refund the amount as following:
(I) Refund of unspent balance to pre-paid subscribers ported out: Mj s RCL and Mj s RTL have been directed to prepare list of all the pre- paid subscribers ported out, recipient operator wise, indicating against each subscriber the un spent balance in their account at the time of porting and transfer such unspent amount to the recipient operator alongwith the list. The recipient operator shall credit the refund amount received from Mj s RCL andj or Mj s RTL to individual accounts of the subscribers and intimate the same to such subscribers through SMS.
(Il) Refund of unspent balance to pre-paid subscribers not ported out: Mj s RCL and Mj s RTLhave been directed to obtain bank details form the subscribers along with IFS Code and refund the unspent balance electronically, into the bank accounts of the subscribers by the 15th February, 2018, after verifying the credentials of the subscribers based on the submitted Proof of Identity (PoI)and Proof of Address (PoA).

I contacted RCOM on twitter to get my refund and provided them all the proof to prove my ownership but RCOM is refusing to refund the amount and always saying that number is not on my name.
As I have ported so I asked to refund in ported operator after that they stopped replying and not willing to refund.
So please help me get my refund.
