UPi money transaction fail and my money deducted and not refunded

Mene 1 August 2019 ko mere ek dost ko 1500/- ka upi transaction kia paytm ke upi se. Lekin vo transaction fail huva aur usme likha tha ki agar apke khate se rupe cut hua he to 2 working days k andar aajayenge.
Lekin vo nahi aaye is liye mene pehle paytm customer care se baat ki unhone kaha ke aapko sbi k customer care se baat karni hogi, fir mene sbi ke customer care se baat ki to unhone kaha ki aapko sbi branch me jana hoga aur jab me sbi branch gaya to unhone bhi hath upar kar diye... Please help on this issue.
