Charge for 3g and not able to give us 2G service

I am airtel customer.i bought a new sim card in which i have scheme if i will recharge for 147 rupees i will get 3g data.and 98 rupees for 2g. i did 3g. but in my area they are not able to give me even 2g service. when i ask from retailer they said they are upgrading to 4g. but if airtel is upgrading to 4g and they know they will not able to give us even 2g service then why they take money for 3g and why they did not send us any confirmation. they are doing too fraud. i wanna claim against airtel regarding this is not able to give us 4g or 3g even not 2g internet service.
