Dish TV cable operator additional charges for up gradation for setup box

we have installed setup box from local cable operator for viewing TV channels we have installed this setup box in year 2017 and paid for this Rs.1400 (for set up box and its installation). Now he is asking for doing for pay Rs.700 for up gradation of setup box and changed old setup box. I am not satisfied while we paying every month 250 for their service and suppose if its mandatory to up gradation of setup box and paid by consumer.

Please help us for clear reason or avoid this extra cost why should pay by end customer.
