OFFLINE BILLING OF M/S SCHOLASTIC LEADING TO OVERCHARGING OF BOOKS TO PARENTS

Dear Madam/Sir,
I, with my son, who is studying Grade I in Cygnus School, Vadodara visited the Annual School Science Exhibition held on 13 Feb 16. Thereafter visited the book exhibition by the above mentioned vendor in the school premises.
The vendor only provided an OFFLINE BILL which costed me Rs.425/-. On scrutiny of the bill, it did not have any VAT or TIN registered numbers, which any bill should possess. The staff in the exhibition, refused to provide me with a hand made bill either. Further, they said, they could only provide this bill as the internet connectivity of Vodafone was not good within the school premises. Thereafter, I pursued the matter with the Branch Manager, Mr. Faizan, who also explained the same problem to me. I then suggested the vendor, to go outside the building and get me an online bill, which he subsequently did and provided me with the current bill which contained all the requisite VAT and TIN numbers. However, there was an anomaly in the prices. The online bill gave a discount on the billed amount on one of the books. (Please see the scanned bills attached with this mail) When brought this out to the staff and Mr. Faizan over the phone, they promptly refunded a sum of Rs.25/-. On further discussion with Mr. Faizan, he agreed that they face such problems, and recently they refunded a sum of Rs.300/- to a school, however, as the school did not have the particulars of the parent who was overcharged, Mr. Faizan had reqiested the school to use the amount for 'some good purpose'....
Since only offline sale was carried out at Cygnus school, the vendor has overcharged parents. An amount of Rs.25/- may be small for just one parent like me, but how about all the parents who purchased books from them on the day of the function.
Hence a parent who is a customer at this juncture, is not charged correctly, does not know the actual cost of his purchase and any anomolies settled later by the vendor goes where?....
This is a serious offence as per the GST / VAT taxation rules of the central and the Commercial Taxes Department of Gujarat.
I kindly request M/s Scholastic India Pvt Ltd for an explanation of the same.
