Ebay has not refunded the money even after 23 days from approving it

Dear Officer,
Ebay is resorting to all sorts of unethical ways and means of doing business. This has reference to my online purchase made on 25th April for 32 GB Samsung Evo micro SD card (paisa pay reference ID 42441978602) but when I received it, I realised that it was a "Duplicate and substandard" product. Then Ebay approved my refund on 04th May but even after 23 days have passed, I am still waiting to get my refund.
I would also like to bring to your notice that for making up for this transaction, they asked me to buy it again from their website, so I boought Samsung Evo+ micro SD card (paisa pay reference ID for this is 42562231502) but to my surprise this time again I not only got a "Duplicate" memory card delivered but it was a wrong product as well.
I strongly suspect that Ebay is running a racket in collaboration with sellers to cheat the customers and pocket the money. This MNC organisation is using its might to cheat the gullible indian customers. I humbly request you to take strong action against the Ebay for promoting piracy.
