Jio people are fraud - Neither jio is activating my services nor they are giving the refund of ₹197

I did recharge of ₹197 of jio but my network is not coming at all. Jio deactivates the services of my sim. Neither they are activating my sim nor they are giving the refund of ₹197. They told me that my sim is activated. But no signal, no network.I told them my other jio sims are working but why not this particular no. is not working. Then they don't have the proper reply.
Even before the recharge, I called jio ,they told me that if I do recharge , then signals will come but no network is coming.

Jio people are telling me that they will improve their network in 180 days in my area. But there is no coverage problem in my area. These jio people are telling me a lie. If my other jio sims are working fine then why no this jio sim is working? Jio should activate my services or give my refund.
