Non completion of Venture developments from M/s Dhatri housing projects, Dhatri Nivas in Buddavaram

Dear Sir,
I have taken Plot 167 yards for Rs 10000/-Sq.yard from M/s Dhatri housing projects, Dhatri Nivas in Buddavaram(Gannavarm, Krishna dist.,) 3 years back. I have paid total amount for 167 yards. The venture owner Mr.Anil collected CRDA registration charges in addition to VUDA charges @Rs 450/-sq.yard stating that govt. is collecting additional said charges as per CRDA norms. Also he committed to fulfil all developments of the venture as per CRDA norms. Even after two years there is no single development found. The above owner is not at all responding when we asked for the same. Now due to my financial problems i want to sell the site which i cannot as there is no development as per CRDA norms. So kindly do needful to me in this context to provide the same so as to sell my plot.
