TDR REFUND DENIED FOR TRAINS LATE BY MORE THAN 3 HOURS

I had filed a TDR for refund for train late by 8 hours.Now it shows CR reputiated. The train was suppose to leave at 6AM on 13th Aug 2022.but was delayed and rescheduled for 2PM.I had raised a refund at 1.37AM almost 4.30hrs before actual departure time.Still then why it is been reputiated??Please guide.
