They have charged me in excess of the weight of the parcel.

I have asked this courier service provider to ship my baggage from Delhi to my hometown in Khagaria,Bihar. At first they agreed to deliver the package @Rs.55/kg but after getting my luggage they were asking for 60/kg and they threatened me that either I should pay them as much they are asking or they will throw my luggage. Even though I agreed at that time because my luggage was in his possession and there was important certificates and documents with them so I paid them @Rs.60/kg. When I received my shipment it was only 34.3 kg but they charged me for 54 kg. And they are threatening me when I was asking for this.They have also charged excess weight from my friends upto 25kg. Please help me to get refund.
