Didn't delivered to doorstep - Express Home packers and Mover to deliver my household to place SAMAL

I contacted Express Home packers and Mover to deliver my household to place SAMALAKOT (ANDHRA PRADESH). He picked up the Luggage on 13.08.2018. Arwind Kumar whose ph number 9312345408 was the dealer during all the communication. Luggage to be delivered from New Delhi to Samalakot (Andhra pradesh) and charges paid in cash is Rs 18030 for this delivery. till 2 months no transportation and no delivery was done. I called them and asked about the luggage and house hold, he said that " sorry your luggage is not transported as transporter asking more money" and " if you pay me Rs 5000 i will deliver the luggage in next 10 days. so i done the extra payment of Rs 5000 on 18 October 2018. They didn't transported the luggage to doorstep and stopped it 180 km before the delivery point and said me to pickup the luggage. i spent from my pocket rs 8500 and took the luggage. I asked him to return the extra Rs 5000 he said he will do it as he is unable to transport to my door step. but now he is not returning the extra 5000 rs. and also not picking my phone. I am living abroad in SOUTH AFRICA. my family is in Samalakota , andhra pradesh. due to all this my family and myself has suffered a lot and lot of money and time is wasted.
