Can't transfer confirmed railway ticket to family persons. Imposing unnecessary charges

IRCTC Booking Complaint Date: February 14, 2022
booked a ticket having PNR no: 4418246718, train no: 12738, dt: 09-12-2021. Due to unexpected reasons, I transfered ticket to my father with valid ID proof of both. Some railway stations not accepting transfer request before 24 hrs departure, saying that they cant find related option in their booking system. Eg: Dwarapudi station. But here during journey, T.C forcebly imposed penalty of 600 rupees. So paying double amount with lot of harassment by the T.C. we highly disappointment with your services. Please kindly take an action or ammend the rules to do not collect fines unnecessarily.
