Regarding TDR of a train delayed more than 3 hours

Today the Rajdhani train that I was supposed to travel on, was delayed by 10 hours. On reaching the station at 11am, we were told that the told that the train would reach only after 9-10 hours. Since we had booked the ticket through the IRCTC app, we were told by the railway station officials to cancel the ticket from the app itself and then we can claim for refund as the train is more than 3 hours late.

We cancelled the tickets on the Rajdhani train, but got no refund.

Since we had to urgently travel, we booked tickets on another train

Thereafter, we called up the IRCTC Customer Care and was told that we cannot get a refund. As we are supposed to file for TDR through the app instead of clicking on the option to cancel the tickets.

This is the first time in my life that we faced an issue where our train got delayed by 10 hours. We had no clue as to how to go about getting a refund. We were told by the railway officials to cancel the tickets from the app and did as we were told. But we got no refund. And now the customer care personel mentions that we should have filed for TDR before cancelling.

We need our the amount paid towards the tickets to be refunded. Its unfair if there is train delay and we can't claim for refund.
