Agents in irctc customer service are not helpful

I called irctc 07553934141 for refund for pnr number 4344 969 907 but agents are not helpful and they are not taking any step to help me. No one knows English and why there is an option 2 for English when v call. I'm getting connected to hindi agent and he/she are transferring to English agent but I am on hold for 30mins no one is answering my call. I have a 2year old kid and I m calling u for refund of Rs.3675 I was asking for a manager but that agent again put me on hold for hours. Worse worse worse service and they don't deserve to get paid for these horrible service.
