Dead BSNL landline telephone consumer need not to pay the bill

Respected Sir/Ma'am,
I want to ask that, "is there any provision where the consumer need not to pay the bill for telephone if it remains out of service?" My landline telephone has been dead since 4 days. I loged a complaint and it has not been resolved.

    We would like to inform you that our BB landline is dead from june 2023 and we had done complain many but still date no respons and in addiiton to that we had applied for optic fibre for which we had submitted the form in March 2023 but they are not giving us optic fibre line and also not doing anything for current dead phone

    but we had contact bsnl office from last 6 months physical visit but nobody is there
