SBI bank mistake made the customer to loose 80000/

Dear Sir,
I am a customer of state bank of India. In NOVEMBER 2017 some stranger had exchanged my debit card and made the transaction of 30000/. I had reported the matter immediately to the bank and told them to take the necessary action. They asked me to write an application to the bank, As they dictated the matter I had written . Approximately 8 months later I had requested for new Debit card. They had issued me new Debit Card but did not block the old one. The stranger who exchanged the debit card had made another transaction of 80000/Rs. It is clearly bank mistake. How they can continue 2 Debit card active when the matter was brought in to their notice.
