Not repairing divice mobile phone in samsung service centre in port blair and pais

I have replaced desplay of mobile phone in samsung service centre in port blair and pais Rs. 11000/-. Afyer one month again phone had same problem. I reached to the service centre and told him to check the phone problem. After checking he replied me that only display of phone is not working and service centre will repair it free of cost as warranty period with in 15 days.
But inspite of several verbal reminders he agree to return my phone only after depositing Rs. 13000/-. Because mother board is also damage. I think it is totally cheating and responsibility of samsung company to resolve the problem. My Complaint Bill No.is 4245580719
