GAS CYLINDERS SOLD IN BLACK - we always receive our booked cylinder very late

This is to inform you that I have been facing this issue that we always receive our booked cylinder very late after following up for several times. The delivery person always sells the booked cylinder in black and updates the remarks that house was closed but our house is 27 x 7 open but such reasons are given and our bookd cylinder is sold in black I have caught that person many times and have complained to distributor but there is no effect on same
My booking confirmation no CX17221752 and I had booked my cylinder on 6-07-2017 and today is 01-08-2017 this all black business is also knowen to the distributor but he is also promoting the delivery person by not taking actions against him.
This is very ridicules and pathetic this kind of black business is on going from years and no action is taken against this .
I would now go to media and news paper reporters to stop this unhealthy business if required.
I would request others also to join this and go to media to stream line this and stop this activity of selling our booked gas in black by the delivery person.
This distributor is also not bothered to cross verify on the customers cell no if relay house was closed or not that means he might also have a share in this activity.
