Gas Cylinder only half filled, It got empty in half the normal time

My Consumer number is D-40343. The cylinder I received last time was only half filled. It got empty in half the normal time. I have booked a re-fill last Sunday and have still not received my cylinder. I have no gas at all. Please supply immediately.
