Non refund of Advance Money paid for Room Rent

My name Bhuban Halder, I have given advance of Rs.15000/- to M Hari Kant (woner of house) for Room advance in October 2021. At the time of vacet the room, he has not refund the advance money, after 4 month he has deducted Rs.6500/- from advance money as 1 month room rent. I have no due of Rent, all month rent I have paid on time. On first month I have asked the woner to adjust the first month rent from token money, but he told your Rs.15000/- is safe with me and I will return full amount at the time of vacet of room.
Sir, I have vacet the room on 07/04/2022 and he has refund the advanced money on 12/08/2022 after deduction of Rs.6500/-. My humble request plz ask the woner M Hari Kant (9476088880), Atlanta Point to refund the money of Rs.6500/-, In profession he is a IRBN Constable and he is showing his power to me, when I am asking for payment.
