unable to book cylinder

i kotika vasantha w/o k laxmi narayana has transfered the hp gas link from k laxmi narayana to k vasanatha on 05/02/15 but now i am unable to book a cylinder
Double Bottle Connection link will open when Tranfer Out Request will be granted at distributor end.
You have already raised a request for Transfer Out.Please wait for approval from distributor end.
this is the error i am getting pls provide me a solution pls
