Central Bank of India - No refund is been given for failed transaction

I have done a transaction on jan 2019 of 1850 via my debit card. It got failed due to some technical error. It's been more than 6 months and bank employees are marking me jump from office to customer care. No proper help no option to complain to head office. I am a student and they have blocked me fund from past 6 months. I don't know what to do. Please help.
