Owner is aksing to pay bills without having proper bills and he doesn't give PAN card for 10k rent

Hello, I'm staying in a rented house in Bangalore. and my owner made an agreement in my copy that rent amount is 8.3k , in his copy it is 10k.. And I'm actually paying 10k through online banking every month. He is not giving PAN card . and the new problem is he is taking 1.5k extra for water and current bill and he don't give bill copy to me..And also intially I was told my electric metre is only for my home, but it's actually shared with one mror room and now he is asking me to share the bill also which was not told to me in the beginning..I'm harassed and he asks me to vacate... But I ahve not completed one year also and according to the agreement if I leave before 1 yr, I will have to pay entire year rent and then leave.. else he will not return my advance which is 75k..I am starting alone and hence he is harassing me.. I really need help
