Complaint Booking Expedia.co.in amount of fully refundable booking not refunded

This is with respect to my multiple followups with Expedia.co.in about refund of my Fully Refundable Booking as promised by Expedia. Unfortunately only partial amount of Rs. 19200/- has been refunded instead of Rs. 19800/- . I am told that credit card usage charges of 3% have been deducted which was never mentioned on the advertisement. This is in conflict of how this posting was advertised on Expedia as fully refundable. Please help me in refunding my money.
