Cancellation of order based on false reporting by delivery partner

On 28 August 2019, my order no.#2C524 was not delivered to me by Uber Eats delivery "partner" despite being instructed clearly on where to deliver both over phone and in the address provided in the app. The delivery partner falsely reported that he could not contact me, when in reality I called him back within 3 minutes, which he did not answer. ( I have call records) .The delivery partners appears to be aware of the Uber Eats policy that they will cancel the order, if , the Delivery partner reported that customer could not be contacted.This was a prepaid order to boot.When I tried to contact him over the same phone no. he had called from, I got the message that my called I'd has been blocked. And when I finally figured out how to contact Uber Eats,which is not easy,I understood that Uber Eats, don't encourare customer CONTACT.
I demand an immediate refund of Rs.986/- paid by me for an order which has been devoured by some random guy, thanks to UBER EATS.
