Deduction of balance on roaming

BSNL has declared roaming free all India incoming calls.

on 30 nov 2016 at 10.02 pm on my no. 8331808587 i received call which was charged Rs. 9.200 for 7.33 min.

Now my complaint is BSNL also cutting my balance which we not notice before.

A strong action required againt BSNL and also refund my unwanted deducted balance.
