Paid rs. 2000 advance and they denying for providing services

I have paid ₹2000 through google pay on 13/03/20 advance for bridal makeup for date 14/04/20 however due to lockdown my marriage was postponed and it happend on 14 june 20 in Punjab due to lockdown i was unable to come rishikesh As per the discussion the parlour owner said this amount is safe for future use. However they are not providing any service now neither they are refunding amount they completely refuse to refund or providing any services there is no t&c informed by owner before payment also they ensured that this payment was safe.
