Construction going on ground floor without map and they are harassing us to close our 1st floor wind

Mr.Sanjay Gulati and his family is harassing our family to do construction on his ground floor in an open verandha which is an open area acc to map and due to which he is trying to close our only window for ventilation and even he has blocked our kitchen sewage pipes and harassing in any possible manner.He has drilled our walls without any permission on our walls also.plz take immediate action as constrUnction is going on very vast .Even we living on 1st floor he only parks car outside house.
