Booked in 2006 false possession in 2018. Non payment of penality for late possession and undue charg

I booked office space in Centra One project Gurgaon in 2006. I was promised possession in 2009. In buyer agreement it was stated 2011. 60% payment taken before bhoomi poojan and after taking 95% payment work stopped. I complained to police, CM Window and all but no use. After this in 2018 company offered false possession.
And demanded undue charges.The company refused to pay thepenality as stated in buyer agreement. The company is charging maintainance charges even when the space is not ready as yet
This company is jumble of thiefs and looters.
Pl help me my all life earning are stuck and my business collapsed because they did not office.
