Complaint against Vodafone Pune, Wakad not refunding inspite of network issues

Vodafone network team has acknowledged the fact that they are having network issues and need to install new tower in the area.

Situation is so bad that I cannot use the mobile at all, as the call blanks out, breaks or drops, though signal is full.
This has been going on for nearly a year. After utter frustration I asked them to refund all the charges of 2016 on both mobiles, but they have refunded only for 1 month.

They should refund the amount for whole 2016 as their network team, call center has acknowledged that there are known issues of network and they dont have any date to fix it.

Amount claimed is rough average of both bills of the mobiles i.e. 700 per month and for 9 months. Rs 6300 - 400 (they have refunded) = 5900

Hello Vodafone officers,
Since more than last 6 months I have been facing terrible
service in my home area, i.e. Wakad, Pune.
It has become matter of consistent embarrassment and
humiliation of not being able to connect with family and
friends from my own home.

I have raised multiple complaints since last few months.
Vodafone network team has clearly mentioned that issue will
be fixed only after
Vodafone will install new tower in the area where I stay.

It is un-ethical and unfair from Vodafone to continue
charging full amount, when it CANNOT provide USABLE, STABLE,
RELIABLE mobile service in my home area.
Please refund me all the amount I have paid since Jan 2016,
i.e. the time since when I started facing this problem.
