Complaint against Laptop not received even when full payment is done

Purchased a laptop worth Rs. 7,999. Payment is debited from my Bank account. Seller Sunil or Sony Arora has received it but he is not ready to deliver the laptop. Since 4 days i'm after him to deliver the product. He fooled me saying i have got a gift voucher in which i will get a Scooty free because their company celebrated anniversary. Just pay 6100 rs for Registration. I guessed that this might be a false call. But he insisted that i should pay that amount. Then together i will get laptop and Scooty. He started arguing with me that he paid for registration. So i told that i and my husband will come to his office to pay the amount. But he is not ready to share the address. So i told him that i do not need ur laptop nor ur scooty. Just refund my money. But now he doesn't pick up calls and no messages.
