Vodafone cheats me on 2G net speed

Sir, i was recharged with Rs.249/-Vodafone 2G internet speed with net speed 40/kbps

But
After activation my net speed just minimum spees is 2/kbps and Maximum speed is 15/kbps.

Please do something. They're always cheating me like this even though For opening google page it was taken time to 1 minute. If complain to customer care service they're saying you just download or we will sent you internet settings after than swith on off. You'll clear your problem soon.

If my intenet balance is over, if i use Internet service by main balance. It will getting very speed on 2 G also. If we activate 2G pack. It will getting very slow speed.
