TIKONA Broadband-Issues with Account Deactivation

Hi ,
I am facing issues with Internet Service Provider TIKONA BROADBAND.
I have mailed Tikona Broadband on 11th Feb, 2016 regarding my request for Disconnection & Deactivation on 05th March, 2016 (my bill cycles ends on 6th March 2016). They have not replied at all to my request till now, despite of my numerous calls to customer care. Also, they say that they would not Deactivate my account after Disconnection, and if any further use happens they would charge me again.
I have seen numerous people falling victim of this strategy and after disconnection also people get bills from Tikona.
I have also asked them to take the adapter device back, or to give me their office address where I could return the device. But they are insisting on me to keep the device.They are refusing to give any further details of their office where I can return the device, and also not assuring me of any definite pick up date & arrangement.
Now as Tikona Broadband is strictly not replying any of my Mail Requests, and not accepting my DEACTIVATION & DEVICE PICKUP request, PLEASE suggest me How Can I proceed to ensure that Tikona Broadband DEACTIVATES my account along with DISCONNECTION, and can not cause me Harassment later.
