Refund of security and collection of modem not being done after cancellation of services

This is in reference to the YOU broadband connection associated with the mobile number 9711215791 & registered in the name of Taran. We have already opted for cancellation of the services(from july itself) and yet we haven't got our security back. We have made multiple calls to their customer care with no effect.
We keep getting messages from YOU broadband to submit our modem or else they will charge 100 per month. In these messages they have provided the numbers of the collection agents but none of their collection agent comes to pick the modem up. All they say is we will do it tomorrow and when I call them the next day, they make the same excuse or say its not in their area so they cant collect it.
I have been constantly trying to call and submit the modem but looks like these guys don't want the modem back. They are playing with the 100 rs monthly charge and want to exhaust my security(1000 Rs).
These guys are pretty quick to call during new/ renew of connection but why won't they listen to us now?
For reference I got this number(the collection agent - 9595009059) - this guy told me that he will pick the modem up the next day but that day never came. The other agent (9130706577) - this guy dosen't pick up his phone.
I have lodged multiple complaints against them. They just open a complaint saying we are sorry and will solve this by today but nothing happens. They do nothing but put the status of that complaint to resolved.
They are trying to exhaust our security by not collecting the modem. once they exhaust the security they will be pretty quick to collect the modem.
Please help me in getting back my security and lets stop this new harassment technique they have created.
