complain against Fake speed and bad service by Data Com Network 71

I am promised to get the speed of 1mbps at 850/- per month , but i barely get 500-600 kbps.
And also from 3 days internet is cutoff at 11pm and starts at around 5 am in the morning.
there is also no response to my complain against speed. they just ignore it.
