Not providing 3.1 mbps offered connection

I am suresh kumar from kerala thiruvananthapuram. My Reliance Data Card Dongle No is 9388025117. I was told that they will provide 3.1 mbps connection. But i am getting only a 230.4 kbps connection since last four days. The signal str is full. On enquiry they are telling that because of 4G processing they can only provide 230 kbps. I asked for refund of my dongle, which they said not possible.
