Not provided aervice and also not refunding

I have requested for new connection from act on 18th Dec, wven after a week they didnt. They are not even bothered When i raised the escalation ticket with 72 hrs of completion. They are not even willing to refund the amount stating, they need 15 days to process further. I never seen any company with these kind of pathetic seevice.
