non termination, continued billing, harassment , non resolution of complaint

Dear Sir,
I had reliance landline 20-30584676 and broadband acct no 100000122113748.
On 2 Sep I emailed customer care for relocation and if not feasible termination of connection w.e.f 8 Sep 15. I had also called the customer care for the same as the local sales and technical team member had already informed me of non feasibility at my new location.
No body came to me and we relocated and they issued a bill again for september which was advance rental for october 15.. I had already paid rental for sep in aug bill.
I again contacted customer care and they said earlier termination request could not be registered so I requested them to register again. In spite of that another bill in oct has been generated. And inspite of mail/calls to customercare/appellate no resolution has been provided and I am being harassed for payment including legal notice etc. I kept requesting them to take the modem back but to no avail , I even went searching to their office to return it but they have closed their offices . I have earlier registered the matter on Jaga grahak jago helpline and was advised to complain if they trouble me again . now i wish to complain for harassment in consumer forum/consumer court as they have given notice for lok adalat.
