my internet service provider wont refund my money

my name is ashok makwana i m from vapi gujarat .i had renewed my broadband connection from dhanvi internet solution (ahemedabad based company).on 29 nov-2015.but their service is so bad that out of two months that i used internet it was down for more than a month than one day they said they are shutting teir service n vapi so they will rfund my money and they asked me to mail for refund which i did its been a month since but they are refusing to pay me ful fefund and they have stopped taking my phone
