IDEA Agent Not Refunding The Money For New Broadband Connection

We had requested for a new broadband connection from IDEA by filing up the application. Accordingly, the IDEA agent came to our home and collected an amount of Rupees 3435 with the form (CAF Sr No. 0000034032) and proof documents on 29-Jan-2016. On 1-Feb-2016 he called up saying that IDEA doesn't provide services in our society and that he will come and return the money within next 2 days.

It's been more than 35 days and we are yet to get back our money. The IDEA agent doesn't pick up calls. Repeated calls to IDEA Customer Care 1800-833-1111 have only generated complaint numbers or false assurances. Two such numbers are TCT20160210536 and TCT20160205640.

We are planning to file official complaint with the consumer forum and lodge a Police complaint against IDEA agent and IDEA for fraud. Before that just wanted to highlight here. I'm also attaching an image of the payment receipt.
