Complaint against shopkeeper for faulty item

I have purchased a cooler from aggarwal trading co. Mahavir enclave delhi in the month of may..At the time of purchase he specifically told that " item lena hae toh lo bill nahi dunga" . As I was allowed govt quarters and was about to shift inside campus and non availability of the items in local market due to lockdown I had no option rather than taking the item from said shop keeping in mind 7 months old daughter living without cooler .

Further now the item in becoming unserviceable regularly in 10 days and I have to put up an application to my superior officers to grant permissions to move outside campus for repairs ( I even requested the shopkeeper to take convenience charge and repair it at my airforce campus which he denied ).I have faced this issue three times in 40 days of purchase of item and now wen I told him to return / exchange the item he denied and told me to complain anywhere..Sir I want to move to consumer court for which I need bill..
I request your esteemed office for solving my complaint and help me in this regard
