Fraud consultancy who took money and never responded after payment

This is in reference with my Interaction with Jobbspeed.com portal –a Delhi based Job search engine.
I want to lodge complaint against Jobbspeed consultancy, and people Arman Malik, Sanjay Srivastava, Sanjeev Singh, and Sanjeet who cheated my brother in law (Naveen D.P)by taking one lakh fifty-five thousand and NOT providing any service and not refunding now.

Their executive Arman Malik called my brother in law for Job placement service and asked to pay only 1900 for registration, Since my brother in law was looking for job, he agreed to pay same amount for placement assistance. but there after they convinced him to pay certain amount mentioning that his resume is selected and he needs to pay certain amount to avail job abroad, my brother in law has paid one lakh fifty-five thousand , and after that there is no one responding, even I tried to contact them but they play around by transferring the call and then disconnect stating they would call back, Till this date we have not received any call from any of the consultancy member,
PLEASE HELP US GET OUR MONEY REFUNDED..
