Complaint against DEN Boomband broadband for Poor and fluctuating performance

I have taken broadband from DEN Boomband for a 10 Mbps connection speed and 75Gbps data. At least 15 times in a day there is no internet as no site can be opened while other times the speed is just 3 Mbps or fluctuating. Since the performance is not better than 20% cumulatively i should be refunded 80% of my fees already paid . Once the performance is ok in future for atleast 10 continuous days DEN should be allowed to charge its prescribed fees.
