Complaint against Airtel Pune, Wakad not refunding inspite of regular outage

Airtel is having recurring internet outage since past 6 months or so and after frustration I started raising complaints since month. Details of complaints are below.
Virtually every week the internet connection is down and I have been asking Airtel to refund money for whole of Sep 2016 and starting Oct 2016. But they have refunded only 1 week amount. For other week they are playing games by involving new customer care person and providing wrong status updates on emails.
Yesterday I forced their customer care to update correct reason for issue resolution, i.e. DNS server resolution.
My argument is that if they cannot provide reliable and usable services then they should not be charging the customers.
They need to fix the real issue by upgrading their infrastructure and servers, which they are not doing but they are continuing to provide unstable service and yet charge full amount.
