Two months no Meter reading and on third month wrong meter reading taken.

I(Consumer No.- 65052103001 / Customer ID-65000088499) just like to inform you that our last actual meter reading was taken on 23.06.2016 which was 9656. After that no physically meter reading was taken. Bill was coming according last year’s consumption which was july-125 units & August-116 units.
Last physically meter reading was taken on 24.09.2016 which was actual 0002. So my actual unit consumption is {(9656+125+116) to 0002} means {9897 to 0002} = 105 units.
But I received SMS that my last meter reading is 1002 which is absolutely wrong and which can be checked any day. I also made a complaint against it on 27.09.2016 (Docket No.- 31625070). But unfortunately to say it was completely ignored by CESC & I received a SMS of bill amount is Rs.9740 which is very very difficult to pay for a poor man like me.
I just like to ask CESC that, 1. For a mistake of a CESC employee why a common consumer has to suffer? 2. After registering the complaint on 27.09.2016 (Docket no.-31625070) how that can be ignored by CESC. If so what a common consumer should do?
So request you to look into the matter & kindly do the needful so that a common man can get relief from the very high and unjustified Bill amount from CESC.
