Barred my cellular services despite the complete bill payment

I have recently transferred my Vodafone number : 9561610832, from Maharashtra circle to Mumbai Circle, before the transferr i had a pending bill of 1638/- which later I paid through Paytm (1700/- ) while paying, I made the payment in Mumbai Circle by mistake and called the customer care service to transfer the amount to Maharashtra Circle (which was done immediately.)
In the month of June, a bill of 2907/- was generated, the details for the bill is as follows;
850/- (bill for 05th May - 20th May, later transferred to Mumbai Circle)
400/- (21st May to 10th June)
1700/- (pending bill of Maharashtra circle, which was already paid on 21st May)
2907/- (Total amount)
I have been trying to contact the customer service team and running around with the same issues to get this 1700/- deducted from my bill amount as I have already made that payment on21st May, but I got no help from Vodafone. Whereas, customer care executives claim that the money is refunded, but I have no refunds in my PayTM as well as in my Bank Acc..
my phone services are now deactivated because of which I am facing a lot of problem. Requested Vodafone customer service team as well as @VodafoneIN to activate the service until the issue is resolved to which I got an answe that it will be done in 2hrs on 20july but till now my services have not been activated
