Branded Paper Bag are still charged to customers

Customers are been charged Rs 3 for the paper bags which are branded by Bata India.

I refered the recent consumer court order against BATA India to provide free bags to their customers.

But the manager was stubborn and did not understand my point which I was referring so he charged me Rs 3 for bag

Actually as per the news consumer court of chandigarh has directed Bata India to give away bags for free of cost to consumers
My plea is Bata should have respected the court order and should have kept plain bags or should give it for free.
